Sadly, that is your only limitation in the game. As said above: Only your friends can gift them.
It should go without saying that each player starts with one permit, then has to aquire more to expand. So, even if you are lucky enough to have friends that want to play, what benefit is it to them to give you thier one?
In other words, this can’t be the answer, there must be another way to aquire land permits.
Isn’t it free to give land permits? I gave one to a friend without thinking, and I didn’t have any less.
I personally found that using x4 palm trees placed in a square formation near housing zones can boost your cities population effectively compared to the many other attractions available. I would suggest this method once the palm trees become available. Invest your game currency wisely and upgrade buildings as often as possible to maximize their potential output.
Also, don’t underestimate the value of farms… each one generates about 5000 simoleans per day. I would suggest having at least 2 of each type. They don’t give land bonuses, so they are best left on the outskirts of your city. As you add territory to your city, relocate the farms farther out to the edge.
